"Liberty and Security: Recommendations for the Next Administration and Congress” is the result of the collective efforts of a coalition of more than twenty leading forganizations and over seventy-five people in the human rights and liberty and security communities. Participants contributed to the report in many different ways, including by drafting and editing text, identifying consensus and distilling policy proposals, contributing source materials, and providing administrative support.

“Liberty and Security” draws upon their shared knowledge and experience, and we thank them for their assistance. Although participants do not necessarily support the specific language in any or all of the proposals, we gratefully acknowledge their contribution to this effort to promote liberty, security, and human rights.
